I don't know where you can get it, it would help if you'd said who
made it.
But are you looking for this because you need that particular IC
(like for replacing something), or just that sort of device?
I have an eight year old MX-COM databook, and it lists a number
of IC's for audio scrambling and voice band inversion. When I
first got the data book those particular IC's did look very tempting
for various non-scrambling applications.

The book doesn't list distributors, so I don't know who locally
would carry their line (assuming they still exist).
