Hello,
Are you any relation to Darryl?  If not, what a coincidence!  Federal 
guidelines allow the states to set requirements for funding graduate school.  
In the various state rules that I have seen, usually the client needs to show 
that a graduate degree is needed for employment in a particular field.  It is 
necessary for the employment outcome, not simply desired by the client.  One 
example would be law, in which post-baccularette study is necessary for 
employment.
Others on the list may have more insights and experience, as rehab regs are 
not my strength.  You might wish to obtain the administrative rules for the 
rehabilitation agency for our state.  I did for mine (Illinois) and I was 
able 
to learn the game plan from which these guys operate.  You may request it in 
an alternative format, such as on computer disk, which will allow you to 
independently review it.  I got a disk copy from my state in WordPerfect 5.1.
I can send you the final federal administrative guidelines that took effect 
in 
march.  Realize that they are more than 500 kilobytes in size.  
this way you can discover and learn what your rights are yourself through 
reading and study.  
the legislation the rehabilitation counselor spoke of is likely the current 
re-authorization of the rehabilitation Act currently before congress.  there 
has been much discussion about this recently on this list, particularly from 
Charles Crawford and others separate governmental administrations for 
Rehabilitation Act programs.
