It sounds like the "box" uses spread spectrum techniques and your belief
that it is can be intercepted by common radio listeners requires some
qualification. If the common listener is using a single frequency radio,
then he can not receive the complete message because the time necessary
to change frequencies is too great. If the common listener had knowledge
prior to the transmission of the frequencies that would be used, then
he/she could monitor all 6 (or fewer), record the transmission, sync
the recordings, and process the sync'ed result.
I think that the answer to your posting is an unquallified 'maybe' and
more specifics might take this hypothetical situation into an area that
would be subject to national security regulations.
