 And that award was for 2008, and given in May of 2009. The
 people who gave it were undoubtably carried over from the Bush
 administration. Obama's people had hardly had time to remake the
 entire administration by then.

 Considering that the oil industry had been bribing the MMS
 people for years, it will take a while to clean it up.
