YEp, can see the similarities. USed to have quite a
program over at Burlington Iowa for civil defense, we had an explorer troop
of young hams, all sorts of stuff.
Cert really goes into some nuts and bolts for average folks, how to assess
what's needed, get it done (if you can safely) otherwise notify. IT's a
program that's all about getting
folks to help themselves, under the assumption that after
the tornado/earthquake/hurricane, etc. chances are that the
responders aren't gonna make it to your street for 24 to 48. Everything
from fire suppression to how to move a trapped
body to how to use readily available two-way radio equipment to communicate
among yourselves.

SOunds like that would work well. I've got a hexbeam for 20 meters that
needs to move from the tower to a shorter mast,
and a 75 meter dipole.

Yep, 21 mhz works well for that. I used to just get on 15
meters when I lived in NEw ORleans and they'd be listening
to their hip hop in the vacant lot and call "cq cq cq dx!"
