IMO the fifty states should establish embassies in the national capitol to
provide housing
and office space - and staff - for their own congresscrooks.  States should
also set the
pay scales for their respective senators and representatives.  Because the
states would
be providing the housing there'd be no need for huge salaries because the
various ongresscrooks would no longer have to support two complete
households.  It would make the various congresscrooks more accessible to
thsir constituents that may be visiting the area, too (and less available
to lobbyists, because they'd only be in the capitol for formal sessions). 
There'd also be no need for the US government to provide huge office
buildings for them.
