For example, Franklin Roosevelt had to be pushed by certain groups to enact legislation favorable to them. Lyndon Johnson had to be pushed by civil rights groups. Barack Obama had to be pushed by those groups advocating health care reform, as well as those groups wanting a change in the "don't ask, don't tell" policy.
