I'm curious. You say Arcserve APPEARS to be truncating the files names. 
Arcserve's database browse feature only shows the 8.3 name, but DOES
actually backup the long name.  It is PITA if you don't know what the
short name of a file you want to restore is.

Part of SMS is the TSA running on your Win95 PC that allows Arcserve to
back them up.
