I think I found the error in the crashmail config.

The example I was going by had:

; CrashMail should never route netmails and just import them instead.

NOROUTE


Which for me meant something different... commented that out.. .PKT's
generated!!! WOOT!

A fix on some permissions issues with binkd... and it appears that this is now
generating outbound netmail....
