Maybe try with something easier.
Try to send it a SUGHUP (hangup signal).
Upon receiving that it should reload the config:

ricsi@menedetter:~$ killall binkd -s HUP
ricsi@menedetter:~$ tail fido/log/binkd.log
+ 19 Jan 00:22:23 [8432] got SIGHUP
+ 19 Jan 00:22:23 [8432] Reloading configuration..
