Yes the code can and does use the hex strings that in the real world,
show up as ascii characters.

That is a different story. Of course the text strings shown to the user
do use the necessary characters.

I haven't dived into the UTF war, I'm fully content with PC8 and Latin-1
character sets and codes, and conversions between them.
