First, make sure the electrical connections are tight on the tip of
your Weller. I usually back mine off a quarter turn and re-tighten
before every job. Then, make sure the tip is well tinned and get
comfortable. It will take a while, but I've removed soldered in
twist-loks in the past this way. Plan on 10 minutes, minimum, but it
may take less (or more) time.

Otherwise, you could use a good, sharp knife to carve the solder away
from the tab and the chassis until you can work the cap out by rocking
it. I prefer to put on a good movie or TV show and sit down with the
Weller, myself....
