If the cell net goes down, so does the ISP's. In a disaster, usually all
providers, be they cell- or inter-net, go down.

A ham repeater may work some time, if it has a battery back-up, but once
that is depleted, it will also go down.

Still, without an Internet Service Provider (ISP), to connect to, even
Winlink is dead.
