I suspect it is a report on an entrepreneurial Libertarian
effort that has been around for quite a while. They may
still have a website. And, yes- the trouble and expense
they envision is probly a vast understatement of what it
would really cost if they ever got organized.
However, I do not see them ever getting anywhere. Part
of what they are about is a tax shelter, and that is
already being done on natural islands.
Even though I advocate a floating facility, you are
very correct David, that the problems and expense in
a venture so novel as this would be very difficult to
plan for, and I expect these plans, such as do exist,
not to be flexible enough to meet the realities.
Nevertheless, where else but here on the nets would
such a thing be discussed, and where else, would data
that might relate, such as you post, be brought to
bear on the questions that arise?
