I had the same problem.  Oddly, when I downloaded the benchmark and ran it
under the applet viewer I got a CaffeineMark of 2600+ (PII 233).  The 
solution,
suggested by someone on comp.os.os2.multimedia, was this:
Assuming you're using Netscape 2.02 and Java 1.1.4:
  Open Nestcape 2.02
  Click on Options
  Click on Security Preferences
  REMOVE the checkmark from "Disable Java Compiler"
That bumped the Netscape CaffeineMark up to 2600+.
