It can and does since utf8 is a multibyte encoded format - 7-bit ascii, as well
as {2,3,4}-byte utf8 encodings.
Also msged's maps are 8-bit so if it converts characters to one of it's
required character mappings then for sure any quoted characters will get
grunged. If it left quoted characters alone then it wouldn't be a problem.
The trick when using msged (or golded) is not to quote anything but 7-bit
characters since if the character set isn't the same then it will cause
headaches for ALL systems that are not the same, say a CP437 based BBS
attempting to display ISO-8859-1 characters that European sysops often mistake
as LATIN-1 which they aren't. Even the FTSC gurus get that one wrong. Same
can be said for the bogus high or upper ascii but that seems to be mostly a
North American problem.
