Do a search of the messages database here for

".ocx or one of its dependencies" or simply "ocx" (without quotes)

in the WIN Server or wcreport message groups- there has been some
discussion and remedies to a few ocx problems. Messages dating from about
05.16.2002 to present are the one's your are looking for.

As far as I know, the runtime error 13 has not yet been rectified, at
least I still have that problem when working with messages in wcreport.
