What is a GB3212 character set?
I received a mime encoded spam message today with the characters
having the high bit set. It is still unreadable with the high bit off.
Is it something like ROT13 or other encoding? The punctuation seems
unchanged, like -,/ and 4 digit strings appear here and there, etc.
