The bug doesn't affect packets read IN, but it fouls up the headers in 
packets it CREATES.

I believe the two-digit year overflows, so 2007 which should result in 07 
being stored in the header, gets stored as 107 instead, which pushes all 
the other fields along one byte.  I'm not entirely certain about the 
details.
