  Stories aren't exactly crucial to those games, but for most games in 
general you don't need a story - so long as they play well.  Of course, 
something like Final Fantasy VII would never exist without a good story, but 
then it isn't like most games I've seen.

  Are you referring to the Net Yaroze system?  You can create your own games 
with that, but there are a few hitches.  First, of course, you have to be 
talented enough and have the people available to make it worthwhile.  Then, 
unless this is purely a labour of love, you need to convince Sony or another 
publisher that it's worth releasing.  Finally, there is of course the 
financial costs involved.  Net Yarozes are considerably more expensive than 
their pure-gaming counterparts, and of course you will probably need a 
computer that can handle decent rendering programs and art.
