Actually, not.  
Listening to Cellular, and a number of other things, were outlawed by the
Electronic Communications Privacy Act of 1986, commonly reffered to as the
ECPA of 1986.  Federal.  All the states.  Even in New Orleans.
Even listening to Cordless has now been outlawed.
