It is a Flash upgrade.  The "return to USR" is either a money
making scheme, or to stop one handing on the SDL to someone who hasn't
paid.

AAMOI I already have the US/Domestic X2 SDL on the BBS (USX2SDL.EXE 900k) -
one needs a "key" to enable X2.
