But Canada does have people willing to ship scanners to the US where there 
are such laws.
Actually, Canada is exactly the place I've heard you can get the latest 
"unblocked" scanners, and that businesses from up there advertise this fact 
in US scanner mags.  Not having read said magazines, I can neither confirm 
nor deny that such advertising exists, and not having ordered said scanners, 
I can neither confirm nor deny that they work as advertised.
I wouldn't put it past some unscrupulous businessman to advertise hints that 
a 'foreign' scanner is "unblocked" when it's actually the exact same thing as 
a 'native' scanner.  It's not like the buyer could sue on the grounds that 
the company sold him a legal scanner.  :-)
