Sorry, in my area they all work.  Of course, they don't do
anything until AFTER you have arrived over the sensor, so they
won't help you make a light.  But when I arrive at an intersection
where there's a signal and no car I can wait forever (well, it
seems like forever) for a green; when a car comes, the light
changes fairly soon.  Tonight I was driving and hit an
intersection just as a car was crossing toward me.  He had a left
turn signal.  Because I arrived too late in the sequence to trip
the signal in my direction I had to wait through the red for the
crossing street.
