Hi Kathy,
as per your last letter, I would think about selling her a bird if she would 
re clean the house with something that you know works in killing the little 
bugs, or if what she used was a good product in killing them.
I would also wait to hear what Dr. Ritchie had to say or even another good 
DMV.
You said its been almost a year now,
how long can the little bugs live ? You said that her other bird is in good 
heath, right wold the buggies effect the other bird ?
Its a hard question to answer and only you can really answer it.
If I have figured that she had done the best to provided a heathy home then 
.. I might say yes, But then again if you say no then she might by from 
someone else and she might not do what might need to be done !
Ok thats enough for me now ....
