Silent Answer doesn't help you tell between voice data and fax. It just lets the modem tell between fax and voice (as opposed to fax and data, with adaptive answer). The modem checks for fax tones before answering the line; I believe the intended use is that you'll get your software to answer the call if it's fax, otherwise let something else answer it, ie people or answering machine.
