Hello Ian!

Well, these days things have picked up a little in the modem calling tone
area, haven't they? At least, I'm pretty used to my Supra making calling
tones now. It does this on most non-US country settings. Same with the
Australian-made Spirit 336L.

FYI, vgetty (the voice addon to mgetty, a modem-answering system for Unix,
which also supports fax reception and fidonet mail) tries to sort this
detection thing out;

(1) fax beeps -> fax immediately
(2) data beeps -> data immediately
(3) otherwise voice, unless there's no speech for some time after
    playing the recorded message, in which case it proceeds to data

(At least, this is what the documentation says. I haven't tried it (yet)).

Regards,
Hamish
