                         Echo conference rules.
                   Version 0016 [10.02.2003 19:30 UTC]
       The rules begin to work after 36 hours after publishing.
           Before that, the previous published rules work.

 1. Subject
   RUSSIAN_TUTOR echo conference is intended for conversations in
   Russian language on miscellaneous subjects, discussing of the Russian
   language rules and learning it. As distinct of other conferences, it is
   allowed to point subscribers to their grammar, spelling and syntax
   mistakes.

 2. Conference language
   The official languages of the echo conference are Russian and English.
   Use of other languages is allowed if necessary - for example, for
   teaching the subscribers Russian language if they don't know it at all.
   Use Russian whenever you can.

 3. Conference distribution
   Distribution of the echo conference is allowed in the next networks:
   FidoNet          Zones 1-6    www.fidonet.org
   WhiteTargetNet   512:16/*.*
   FutureNet        14:875/*.*
   YEN              87:1/*.*
   For the issue of its distribution in other networks appeal to the
   moderator.

 4. Forbidden activities
   Forbidden activities are personal attacks, open and not open insults.
   Distribution of illegal information is prohibited.
   Discussion of politics is extremely unwanted.
   Using of obscene words is not worth, if not discussing their origins
   in the language.
   Discussion of this echo's rules is prohibited and not required in the
   echo. Use netmail or *MODERATOR* echos.

 5. Technical requirements
   It is desirable to put your real name into the "From:" field.
   At the same time it is undesirable to use high-ASCII in it - if
   necessary, specify the correct writing in message body.
   Quote the amount of text from the message you answer, that needed
   to understand your message. Remember that many people pay for phone
   connection or traffic.
   UUE is allowed only with the moderator's permission.

 6. Moderating
   The moderator keeps the echo in order. Moderator has the right to
   notify and disconnect any subscriber at his discretion, if he thinks
   the subscriber interferes with the normal communication of other
   subscribers and/or violates this rules.
   The moderator can appoint assistants for himself - comoderators.
   Comoderator has the same authorities as the moderator, except of
   appointing of comoderators and changing this rules. At the same time,
   the moderator's decisions has more weight than any comoderator's one.
   If the moderator is absent for 3 months, one of the comoderators
   becomes a temporary moderator by comoderators' agreement. If the
   comoderators can't agree, the one specified first in the rules
   becomes the temporary moderator. At the same time, there can be
   some temporary moderators - _one for each FidoNet zone_.
   If the moderator is absent for 1 year, and cannot be accessed by
   netmail, the temporary moderator becomes the full-rights moderator.
  *Temporary moderator cannot delete name of the previous moderator from
   the rules. 1 year later the temporary moderator becomes the full
   rights moderator, if the previous moderator is absent and is not
   accessible by netmail.
   If no moderator or comoderator are available, the decisions of echo
   coordinators of the backbones the echo is on work.
   If the previous moderator returns during a year after the temporary
   moderator appointment, he can without any elections become the
   moderator again.
