I have been thinking about how the borg were portrayed in NxtGen and how
they were changed over the course of the years to "downgrade"
them as a enemy.
Based off hat I remember from Best of Both worlds, The borg not only were
capable of adapting to any tactic thrown at them their ships were also
Extremely decentralized.  I remember Shelby mentioning they could remain
effective even after 70% of the ship was rendered inoperable. That to me is
probably a good idea for use with the borg as a whole.  each borg
"unit" whether a cube-ship, the uni-mind as a whole or a squad of
say 10 borg drones, can remain effective at up to 70% losses.

I think that the only way to truly beat the borg is to simply have the
capability to pour more energy into them than they can physically handle.
Even a borg ship has to have limits to the amount of energy it can absorb
and dissipate regardless of how good its strategy is. The problem with the
borg as a Trek enemy is that ultimately they will win. As described and
written out in Best of- both worlds they are unstoppable in the long term.
This may be why they were continually changed and made more 'human'.

Of course having an implacable enemy who you have to engage in
one-upmanship all the time does provide a fertile playground for all the
gun-bunnies out there. BUT dramatically I think it would get old quickly
and you would lose the optimism that defines trek.  After-all how bright
can the future be when you find out that its only a matter of time before
everyone  winds up saying " *whatever* is irrelevant".
