I heard on the media news Tuesday last that a person receiving
financial aid received a counterfeit 100 dollar bill and found out about it
when she tried to pay her rent.  She went back to the bank where she received
the counterfeit bill and they refused to redeem the bill.
        A  State spokesman said that the bank can have a bill and give it to 

patron.  Once this happens, the problem is with the patron, and that the bank
has no further responsibility.
        In the past, I learned that if a person has sufficient capitol, they
can simply purchase a bank.  With this in mind, it is easy to see that a 
rime
group  could quite easily purchase a bank, generate their own counterfeit
money source and pass it on to the public without any legal ramifications.
        It is already known that even Bank of America has a variable hold
period of 5 to 30 days before funds from a check to your order are available
to you.  This is said to be quite legal too.  Also, we can also recal that
with "Electronic Funds Transfer" the funds can be transferred within as 
ittle
as a hour, depending on the subsribers.
        As B of A has already demonstrated, if there is an NSF condition, 
ith
massive checks on hold, they may  well "return a check" each day (we've seen 

days returns) until the hold period is over.  Now, in back tracking the "NSF
Returns", in order to apologize to the payee, we found that they had no
knowledge of any returns.
        In checking our local beaurocrat, the back is in their legal rights

bounce your checks, whether just or not, whether crediting deposits or not,
and never even leave the building or the processing room or even make it to
the clearing house.  The bank is also quite within their rights to enter 
hese
NSFs against your credit history through the 3 biggee Credit Corps.
        So, now it looks like it's either matress time, check cashing 
ervice,
or another alternative.
        So, if you've a few million, buy a small bank, spread a few thou 
unny
money around and then take the real money and invest it in WhiteWater S&L and
get a loan back from them!
        This has got to be crooked as a dog's hind leg!  I know a certain
beaurocrat that is going to be looking for another job.  But then, they
weren't that good before becoming a politician.
