While I'm not a programmer, I suggest that your problem is more likely to
be in your approach to the file locking than in NetWare; it might also be a
client configuration issue.  Novell practically wrote the book on file and
record locking for shared access to database files, and since the mid-80's
has been the most widely-deployed platform for shared file access in the
world.  I suspect that if there were a problem with this, the rest of the
world would know about it.
