    What modems are at both ends?  Are you normally getting a
connection, but just not an error correcting connection, and is this
occurring with all of your connections?  Usually when the modems are
having problems making an error correcting connection even though
they ae configured to do so, it's due to phone line conditions. How are
the modems being configured?
