When ever I sit down to do the bills is when I work on the checkbook.  A
typical bill session could be one hour.  I send most of the bills via
the Intuit Online Bill Payment system which cut down on a bunch of
writing and cross checking, not to mention licking envelopes and stamps.
My wife keeps the paper checkbook and the only thing that gets entered
in there are the checks she writes.  I don't enter any deposits or
automatic payments in the paper register anymore.  Nor do I keep a
balance there...there is no need.
If I was more organized, I would set aside about 5 minutes a week to
enter all the paper checks my wife writes and any credit card receipts.
Then when bill paying time comes, I could be finished in half the time.
Better still, I should get my wife to enter that stuff for me.
Quicken is a time saver and a money saver.  The time you spend will
decrease as you become more proficient with the program.
