    They are available here.. 19200 though....

Due to an unfortunate oversight in the last-minute recompilation of 
PHATCH.EXE and PTIC.EXE, which are contained in the OUTIL179.ZIP archive, 
these programs do not work with the Opus v1.79 files database.  
Corrected versions will be made available in the near future.
