Hm.  Besides the lack of the '+' character shouldn't that be 1100?  When I
looked it up your timezone is currently AEDT which makes it +1100.  No?  Also
AEST (Apr 3 after 3am) shows +1000.

1000 is totally meaningless without the '+' character.  It isn't even a
legitimate number which some misinformed programmers assume it is.  Shame on
them.

Many people were despite not knowing that is what they were doing.  Even today
most people don't know or get it wrong.  I've seen Russian users claim KOI8-R
when they are actually using CP-1251.

en-AU.utf8 when it should have been en_AU.utf8.
