Look at where they got installed from - xdg-mime (in Debian at least)
comes from xdg-utils which are "desktop integration utilities from
freedesktop.org", while file is in the file package, "Recognize the
type of data in a file using "magic" numbers". Only one of those talks
about a desktop, which is your clue.
There is very little documentation on this stuff beyond the individual
program level, because writing documentation isn't fun compared with
programming. Remember how much the authors have been paid for all this
stuff (nothing).
