Short Summary
        A mixed race of Biological humanoids and AI's (including Sentient
computers and Androids)

Appearance
        The Dellar (biologic) follow the basic humanoid form but and closely
resemble andorians in appearance.  However the lack of antenna is the most
striking difference.  The synthetic members of the race follow almost any
form that can be manufactured though most are either bodiless and inhabit
the computer-networks of the world or inhabit android bodies which mostly
follow the form of the biologic dellar but are also modified to however the
dellar feels is appropriate to their personality.


Biology of Dellar
        Dellar is nominally Class M, however the Low concentration of Oxygen
in the atmosphere tends to leave visitors short of breath and suffering
from effects similar to altitude sickness.  The planets ecology is
carefully tended in reserves and the cities, while large are carefully
restricted to a total planetary coverage of 14%.
 (This area needs some polishing)

Social and government structuring

The Dellar are unmatched among the known races for their ability to meld
man and machine. In fact there are many striking similarities between the
technological bases of the 2 races.

All Dellar are implanted with transceivers that allow them to connect their
consciousness to each other and into the Planets extensive Computer
networks.

Most Dellar Biologic and synthetic Band together in Conclaves.  These
conclaves range in size from as little as 3 individuals to at times the
entire planetary population.  Participation in a conclave is voluntary, but
once joined the conclave functions as a single entity and is treated as
such in the eyes of the law.  An individual in the conclave still retains
his identity and can leave the conclave or be expelled.

The planetary government is formed by a Congress of representative from
each of the Cities. The number of representatives a city has is determined
by the number of legal entities there, not individuals, so a city with
large conclaves may have fewer reps than a city with less total
individuals.


While mostly peaceful occasional disagreements between conclaves have in
the past erupted into open warfare on the planet.  The political debate is
often lively and almost constant.

The Dellar regard other races with faint scorn and pity for their inability
for connect with other members and hold any dellar who refuses to join a
conclave in suspicion, though there is no law forcing the joining of a
conclave.

Ok, that's a rough outline of what I have thought of.  I'm going to try and
refine it and fill it in better as I have time.
