That *CAN* happen. If more packets are damaged and have to be
resent between the modem, then the effective CPS rate will
drop. Just like talking very fast to someone in a noise
place, if you slow down a little they have a much better
chance of hearing you correctly (but the trade-off it that
it takes longer...assuming you *DO NOT* have to repeat
anything. As soon as you have to repeat yourself, you're
lost the time savings).
