English-speakers are used to think that "ATC" means
"Air-Traffic Control", which is in Russian
"авиадиспетчерская" :)

2ALL: Anatoliy meant, that "ATC" is PBX, a Phone Branch eXchange.

 AK> So if you see a number like (095) 912-1234 it means that the number
 AK> belongs to a person who lives in the center of Moscow (912 ATC is
 AK> somewhere near Taganskaya Metro Station). Metro means the underground
 AK> railway system in Russia.

Or that means a subway as it used to be in US :)
