Hello Binkd Team,

Starting binkd with the -C option lets it reload the configuration when the
config file or one of its includes changes. Up until now, I did not use this
feature as my binkd version often crashed on a config change. This concerns the
mingw32 version.

To test it I provoked it by touching an empty file every five minutes. The file
is in the config as an include file. With previous versions it alwasy crashed
within the hour.

I haven't run this test for over a year, but now with 1.1a-104 I thought I'd 
test again. My test node has been running for over a week now while reloading
every 5 minutes. This weekend I upgraded to 1.1a-109 and it is still running
without crashing.

I don't know what you guys did, but it seems this long standing problem has
been fixed.
