The regimes in Saudi Arabia, Libya and Syria all treat their people about
the same as Saddam treated his.

If how a government treats its people was a legitimate criterion for
conquering the country and replacing its government, one could make far
better cases for conquering North Korea, Myanmar and Zimbabwe than one
could for Iraq.  But none of those extremely repressive regimes are sitting
on top of an ocean of oil; and none of them are particularly well suited for
the use of armor, artillery or air power.
