It is a wildly stretched assumption.  It is the same sort of reasoning
that some used in 2000 to assume that every undervote in Florida might
be a vote for Gore and that every overvote might be a vote for Gore.

But if the headline had been "felons voted," it wouldn't have been as
flashy.  So they stuck in the weasel-worded "may" to make it more
important.
