    It all depends on line conditions.  Your init string shouldn't have a
 thing to do with the speeds you're connecting at, unless you're giving it a
 "Connect ONLY at *****" (And keep in mind, that if it can't make a 
onnection
 at the set speed, it will not connect at all.)

    ...Again, it's the same thing.
    The FCC only forces the telephone companies to to maintain line quality
 high enough for 9600 modems, even fax lines are only maintained for 14.4.
 Just feel lucky that you can get 28.8 often.  Something about the area I 
ive
 makes sure I get 28.8 once in a blue moon, but a 26.4 on every connect.
