Depends on where you are. In the U.S., federal law (and many state laws)
make listening to another's cellular call illegal. When cellular was
getting popular in the U.S., the vendors lobbied Congress for the
Electronic Communications Privacy Act of 1986. A 1992 revision made it
illegal to build scanners capable of receiving cellular calls.
Cordless phones may be listened to with inpugnity, however.
