The only way to do it, that I am aware of, is having a TSR, but the data
can still be infected. All downloads from any source should be scanned
before usage.
My company uses hardware based scanning which is the closest we have seen
to live download anti-virus scanning because it scans all writes and reads
from the disk drives.
