It depends on who you think your audience is. There are a lot of people out 
there running older versions of IE and Netscape because they're still running 
386's and slow 486's. There is also still a significant number of people 
running text based browsers like lynx. Two sets of pages; one with 
everything, the other with minimal graphics (or liberal use of ALT) and no 
frames.
