Germany has had some experiences with what we call "Sippenhaftung".
Apparently there's no direct translation for that word but some
suggest "clan liability" or "kin liability" - I think
the latter would
fit.
Of course you could call the nazis barbarian but I'm fairly sure
that they would have objected...

Today, I know of at least one country practicing it, Israel, when
flatting the family homes of suicide bombers with bulldozers.
However, they are not really making progress: Suicide bombers
are still doing their nasty work.
Barbarian or civilized - at least it's not really effective.

The vast majority of people is corrupt and this won't ever change
as it is simply human - whether it's money or power they are after.
The only thing stopping most people is that they don't have the
opportunity to be corrupt - because they have nothing other parties
are interested in. Politicians have their vote.
