It's NOT FUNNY indeed. The following just might work. Make two batch files, 
assuming com2 is the modem:
FAXON.bat:
echo ATS0=1>com2
FAXOFF.bat:
echo ATS0=0>com2
This is _supposed_ to change the count of rings the modem requires to answer 
the phone. Zero being "don't answer". Let me know if it works ...
