No, not by default. It is possible, but if you're having problems already
then I suggest you forget it, otherwise you'll need to take a trip into DOS
extenders. It is a 32-bit only compiler.

You follow the instructions in the manual. Assuming you have one, of
course. If you don't, then I suggest you go and actually purchase the
compiler.

"PM stuff" is a platform, and can't be explained easily and even
looking at sample source is not enough. A good PM programmer will need
quite a lot of experience before becoming proficient.

Programming ofr PM involves understanding how PM works, defining window
classes and writing window procedures and perhaps setting up, loading and
using resources. IBM have excellent technical documentation on PM
programming under OS/2 2.x, and there's a book (one of many, but this is
the best I've seen) written by Charles Petzold called "Programming
OS/2 Presentation Manager". Unfortunately unless there's been a new
version released recently it only covers the 16-bit API but not much has
changed, although it is mildly annoying that the sample sources won't
compile without some minor adjustments for use under a 32-bit compiler.
