Mostly on the integration of Cybernetic parts (which I need to elaborate
on) and the ability to form a collective consciousness. The main difference
being the Dellar have a voluntary connection and with the borg it is forced
and your identity and individuality erased.

While in a Conclave the identity is melded (for lack of a better term) with
all the other members creating a unique new personality. While no Uni-mind
exists the ability to form large collective conscious minds give the Dellar
a tremendous intellectual resource to draw upon and Computer systems
designed by them are envied for the massive processing power they are
capable of.  On the other side however, most species bias against a
sentient computer makes them wary of Dellar computing systems.

And the Dellar tend to look at non-sentient computer systems as primitive,
since so many of their computers are 'alive'. The Dellar will not trade
with the computers beacuse they are alive and deliberately building that
isn't is to them like a human would react to deliberately having a mentally
retarded child so you could use it for menial labor and other unpleasant
tasks and since the mind was damaged it wouldn't know any better or mind.


As to the fact that it is rare in trek I agree, and I'm not seeking to
change trek into a AI friendly place like Star wars with Droids running
around alive, but to stick them out there as 'the oddity and the unknown'
Which confronting and learning to deal with the unknown and the things that
challenge our perceptions is one of the key drama elements of trek.


Every portrayal of AI so far in trek as I know, treats them as totally
separate from regular biological life, even if they are respected they are
still not quite the real thing.  In a way its racism and a racism that is
so ingrained in trek, and by extension humanity, I wonder the reaction when
confronted with a group that embraces AI and Cybernetic Tech and is blind
to the difference.

The Borg did this, but they were an un-relenting monolithic enemy.  The
Dellar give the chance to see a true melding of individual freedom and
identity AND the shared consciousness and purpose that borg also display.

On Dellar for example, Data and Moriarty would be welcomed as Equals and
not seen as any different than anyone else on the planet, as would
Voyager's Hologram.  In all the case of Moriarty and the EMH programming to
allow interface and conclaving would be added.  For data it would be a
hardware addition, probably implanted near the brain as well as
programming.

You mention that if what ever strays too far from trek then its not trek
anymore and we might as well write something totally new.  Good point.  BUT
I have not put them as members of the Federation or even a permanent
fixture.  I can easily imagine, based off the general AI reaction in trek,
that the decision would be.  These guys are just too different from us we
will just stay away from them.  OR worse.. they are a threat to us. Though
in light of experience with the Borg that could be a possible reaction.

I think that the bias against AI in the federation will lead the Dellar to
want to have as little to do with the Federation as possible.
